The Parliamentary Standing Committee on Home Affairs has urged the Ministry of Information and Broadcasting (MIB) to introduce stringent verification for offshore advertisers in its 254th report on Cyber Crime-Ramifications, Safety and Prevention.

The panel advisable a complete digital verification process requiring official paperwork and dwell video identification, together with zero-trust frameworks to make sure steady authentication of commercial, cost and id particulars. These measures, it mentioned, are vital to curb fraudulent and misleading advertisements focusing on Indian customers.

The decision follows a spike in violations by offshore betting firms. The Advertising Standards Council of India‘s (ASCI) latest Annual Complaints Report discovered offshore betting accounted for 43.5% of all advertisements breaching requirements in 2024-25. ASCI reviewed 9,599 complaints and scrutinised 7,199 advertisements, with betting rising as essentially the most non-compliant class.

In 2022, the MIB had issued an advisory to TV channels, digital information publishers and OTT platforms in opposition to carrying advertisements for betting websites or surrogate promotions.

The ministry is now drafting guidelines to control internet advertising. It just lately advised the Parliamentary Standing Committee on Communications and Info Expertise that the principles are on the Inter-Ministerial Session stage, with draft laws being finalised.
