The Jamaica Seaside Birthright Environmental Motion (JABBEM) is elevating considerations that the Ministry of Water, Surroundings and Local weather Change lacks actual regulatory authority, because the Nationwide Surroundings and Planning Company (NEPA) just isn’t underneath its jurisdiction.
